Supporting Documentation: Assessment of real property projects for delivery within scope, on time and on budget

General Notes

The project results included in this dataset are based on information entered into PSPC’s SIGMA financial system by individual project staff in each region. The data is collected semi-annually. Only projects with budgets greater than $1M are included in this dataset.

Departmental Results Report (DRR) Calculations

The information in this dataset is used to calculate the "Percentage of real property projects that are delivered within scope, on time and on budget" DRR performance indicator.

Three values are used to report on each project's performance in terms of remaining on-time, on-budget and on-scope:

• 1 indicates no issues reported for this project indicator
• 2 indicates that while the project may be experiencing some issues at the moment the snapshot is taken, the end target is still expected to be met
• 3 indicates the end target will not be met for this project indicator

Projects with values of either 1 or 2 for each of their time, budget, and scope statuses are counted, then divided by the total number of active, fully-assessed projects that year, to obtain the percentage of projects on track to meet the target.

To replicate this calculation for the 2023-2024 fiscal year:

• Open the data file of that same corresponding year (projimmobiliersbudget-realpropertyprojbudget-2023-2024.csv)
• Apply a filter to the Overall-project-health_Sante-globale-du-projet column to remove all values of 3 (which corresponds to one or more of the "on-time", "on-budget", and "on-scope" values also being a 3). For the 2023-2024 CSV file, this leaves 660 records out of the original count of 695 active projects assessed that year.
• Divide the previous count by the total number records in that year's file and multiply by 100. (For the 2023-2024 CSV file, this results in: 660 / 695 x 100 = 94.96%).

Data prior to 2022-2023

The data originally released prior to fiscal year 2022-2023 mistakenly included records that contained a value of 0 (or "Unassessed") in one or more of the On-time_Respect-des-delais, On-budget_Respect-du-budget, or On-scope_Respect-de-la-portee indicator columns. These project records should not have been included in the data for these years as only projects that are fully-assessed across all three of these indicators are included in the calculation of this DRR indicator. This filtering issue has been addressed as of the 2022-2023 update to this dataset; however these additional "Unassessed" records have been left in the 2019-2020, 2020-2021, and 2021-2022 data files since they were already published.
