Supporting Documentation: Percentage of real property projects that are delivered within scope, on time and on budget

General Notes

The results are based on information entered into PSPC’s SIGMA financial system by individual project staff in each region.

The % of real property projects delivered On-Time ("OT"), On-Budget ("OB") and On-Scope ("OS") = (# of projects identified as green in overall project health + # of projects identified as yellow in overall project health)/(Total # of projects with assessed OTOBOS values)

The data will be collected and stored semi-annually through SIGMA. As the results are based on information entered into PSPC’s SIGMA financial system by individual project staff in each region, the total number of relevant projects is divided by the number of projects identified as green and yellow, then multiplied by 100.

For internal tracking, three colors are used to report on project performance for the time, budget and scope indicators. Green (or a value of 1 in this dataset) indicates no issues; yellow (a value of 2 in this dataset) indicates that while the project may be experiencing some issues at the moment the snapshot is taken, the end target will be met; and red (a value of 3 in this dataset) indicates the end target will not be met. Therefore, projects with all On-Time, On-Budget, and On-Scope statuses of green and/or yellow are added together, then divided by the total number of projects with assessed OTOBOS values reported, to obtain the percentage of projects on track to meet the target.

2019-2020

The 2019-2020 data originally released for this dataset mistakenly included 9 records (out of the 902 total project records) with a value of 0 (or "Unassessed") in one or more of the On-Time_Respect-des-délais, On-Budget_Respect-du-budget, or On-Scope_Respect-de-la-portée indicator columns. These project records should not have been included in the data for this year as only projects that are fully-assessed across all three of these indicators are included in the calculation of this DRF indicator. This filtering issue has been addressed as of the 2022-2023 update to this dataset; however these additional 9 records have been left in the 2019-2020 data file since they were already published.

2020-2021

The 2020-2021 data originally released for this dataset mistakenly included 13 records (out of the 825 total project records) with a value of 0 (or "Unassessed") in one or more of the On-Time_Respect-des-délais, On-Budget_Respect-du-budget, or On-Scope_Respect-de-la-portée indicator columns. These project records should not have been included in the data for this year as only projects that are fully-assessed across all three of these indicators are included in the calculation of this DRF indicator. This filtering issue has been addressed as of the 2022-2023 update to this dataset; however these additional 13 records have been left in the 2020-2021 data file since they were already published.

2021-2022

The 2021-2022 data originally released for this dataset mistakenly included 11 records (out of the 789 total project records) with a value of 0 (or "Unassessed") in one or more of the On-Time_Respect-des-délais, On-Budget_Respect-du-budget, or On-Scope_Respect-de-la-portée indicator columns. These project records should not have been included in the data for this year as only projects that are fully-assessed across all three of these indicators are included in the calculation of this DRF indicator. This filtering issue has been addressed as of the 2022-2023 update to this dataset; however these additional 11 records have been left in the 2021-2022 data file since they were already published.

2022-2023

The data originally released in past years for this dataset mistakenly included records with a value of 0 (or "Unassessed") in one or more of the On-Time_Respect-des-délais, On-Budget_Respect-du-budget, or On-Scope_Respect-de-la-portée indicator columns. These project records should not have been included in the data for these past years as only projects that are fully-assessed across all three of these indicators are included in the calculation of this DRF indicator. This filtering issue has been addressed as of the 2022-2023 update to this dataset.
