Between 2019-2020 and 2023-2024, PSPC undertook a five-year project with the goal of completing a comprehensive accessibility assessment of all relevant PSPC owned and lease purchase buildings, in accordance with the Treasury Board Standard on Barrier-Free Access to Real Property which used the 2018 Canadian Standards Association standard for Accessibility (CSA B651-2018). The information in this dataset relates to two DRR indicators, under the PSPC core responsibility of Property and infrastructure:
- Total compliance score of PSPC owned and lease purchase buildings assessed against the 2018 Canadian Standards Association standard for Accessibility (CSA B651-2018), reported from DRR 2022 until DRR 2024
- Percentage of PSPC Crown-owned and lease purchase assets assessed against the 2018 Canadian Standards Association standard for Accessibility (CSA B651-2018), reported in DRR 2002 and DRR 2023

This annual indicator represented the average accessibility score (as captured in the Accessibility-score_Score-accessibilite column of the CSV file of this dataset) for all applicable PSPC owned and lease purchased buildings that were assessed against the CSA B651-18 standard and for which the related accessibility report had been received by PSPC at the time the DRR results were calculated that year. The working file used to capture this data did not specifically record which reports had been delivered at the time of each given year's calculations, and additional records were continually added to the file as new accessibility reports were received from the subject matter experts. The data is provided to reflect the end-state of the five-year project associated with these indicators.
Note: the Assessment-fscl-yr_Ex-evaluation column indicates the fiscal year in which each building was assessed, which does not necessarily correlate to the year in which the finalized report was received by PSPC. Also, some building complexes could have more than one entry in this dataset when the structure has more than one section/tower and when each component has received a separate accessibility assessment.
Percentage of PSPC Crown-owned and lease purchase assets assessed against the 2018 Canadian Standards Association standard for Accessibility (CSA B651-2018)
This annual indicator was calculated based on the total number of PSPC owned and lease purchased buildings in scope for this five-year project for which the final accessibility report had been received by PSPC at the time the DRR results were calculated that year. As mentioned above, the working file used to capture this data did not specifically record which reports had been received (and were therefore included) for each given year's calculations. The data is provided to reflect the end-state of the five-year project associated with these indicators.
Details of the accessibility assessment process
Buildings in the PSPC portfolio undergo regular accessibility audits which include the calculation of a compliance score for the asset. The compliance score of an asset is assessed as a weighted value with respect to a number of key accessibility elements. The breakdown of these elements can change based on the specific Accessibility Compliance Standard that is used.
For the CSA B651-18 standard, the contributing elements and their respective weighting were as follows:
- Walkways (5%)
- Parking Spaces (5%)
- Entrances to Building (20%)
- Vertical Movement (20%)
- Interior; Doors and Corridors (10%)
- Washrooms (20%)
- Water Coolers / Drinking Fountains (5%)
- Public Telephones (5%)
- Tactile Signage (5%)
- Public Areas (5%)
Scores for each of the elements above were based on the extent to which they complied with the accessibility standards being used for the assessment and then weighted as indicated above to result in an overall compliance score out of 100. For CSA B651-18, each of these elements were assessed on a 0 to 4 scale, as follows:
- 4 = Full compliance - Fully meets Treasury Board Accessibility Standard for Real Property (ASRP) and CAN/CSA B651 technical requirements or PSPC acceptable technical variances
- 3.5 = Excellent - requiring only minor adjustments
- 3 = Very Good requiring replacement of existing elements
- 2.5 = Good - Requires installation of new elements
- 2 = Moderate - Requires minor architectural/structural or mechanical interventions
- 1.5 = Poor - Requires major architectural/structural or mechanical interventions
- 1 = Very Poor - Requires construction of new accessibility element
- 0 = Accessibility element cannot be accommodated due to architectural structural or other limitations
