CSV file restructuring and data corrections
As of February 2025, this dataset has been re-structured, combining the data into one CSV file instead of offering separate files by fiscal years. Three new columns have also been added: Interest_Type-ENG and Interest_Type-FRA to distinguish between "Crown-owned" and "Lease purchase" assets, and City-Ville which was previously missing from this dataset.
As a part of this re-structuring, an overall analysis of the data was performed to ensure internal consistency, and some minor data errors were discovered and addressed, including corrections to missing or incorrect DFRP numbers. A list of the corrections impacting the reported conditions of properties or buildings can be found below, presented by fiscal year.
2019-2020
- Originally, two records related to Structure-name_Nom-du-structure-ENG = "Carling Campus - Building No. 7" (AO_ID = "P401731-106-40003054") and Structure-name_Nom-du-structure-ENG = "Carling Campus - Building No. 9" (AO_ID = "P401731-108-40003056") were reported as having both property and structure conditions of "N/A". A review of the records indicated that these should have been reported as "Good". The data has been corrected as of January 2025.
- Two other locations (Structure-name_Nom-du-structure-ENG = "Speigel Building" and "ECBC Offices") were reported as having both property and structure conditions of "Good". However, these are assets were part of the Enterprise Cape Breton Corporation (ECBC) portfolio and fall outside of the normal portfolio of assets covered in this report. As such, the values associated with these two records have been updated to "N/A" as of January 2025.
2020-2021
- In this year, a decision was made to no longer include buildings related to engineering assets in the calculation of the Departmental Results Report (DRR) indicators. As a result, some buildings, such as Structure-name_Nom-du-structure-ENG = "Burlington Lift Bridge Building" or AO_ID = "P500087-101-50000436" (that would have been given condition ratings in previous years), now show "N/A" for the building and property conditions.
2021-2022
- Originally, the record related to Structure-name_Nom-du-structure-ENG = "Carling Campus - Building No. 7" (AO_ID = "P401731-106-40003054") was reported in this year as having both property and structure conditions of "Unknown". A later review of the records indicates that this location should have been reported as "Poor". The data has been corrected as of January 2025.
Departmental Results Report (DRR) calculations
The data in this Open Gov dataset is used to calculate the values of two "Property and infrastructure" indicators:
- Percentage of Crown-owned buildings that are in fair or better condition
- Percentage of Crown-owned heritage buildings that are in fair or better condition
The steps to calculate the "Percentage of Crown-owned buildings that are in fair or better condition" are detailed below, along with the results of applying these steps to the "2022-2023" data:
- Find the count of crown-owned buildings in the PSPC portfolio for a given fiscal year:
- Filter the Fiscal-Year-Année-Fiscale column by the appropriate value (yields 308 records)
- Filter the Interest_Type_ENG column to equal "Crown-owned" (298 records remain)
- Filter the Structure-condition_condition-de-la-structure-ENG column to exclude any "N/A" or "Unknown" values (293 records remain)
- Find what number of these buildings have a building condition rated as either "Fair" or "Good":
- Filter the Structure-condition_condition-de-la-structure-ENG column to show values of either "Fair" or "Good" (166 records)
- Divide the value from step 2 by the value in step 1 and multiply by 100 to turn this into a percentage (166/293 = 0.567; 0.567 x 100 = 56.7%)
The steps to calculate the "Percentage of Crown-owned heritage buildings that are in fair or better condition" are detailed below, along with the results of applying these steps to the "2022-2023" data:
- Find the count of crown-owned, heritage buildings in the PSPC portfolio for a given fiscal year:
- Filter the Fiscal-Year-Année-Fiscale column by the appropriate value (yields 308 records)
- Filter the Interest_Type_ENG column to equal "Crown-owned" (298 records remain)
- Filter the Structure-condition_condition-de-la-structure-ENG column to exclude any "N/A" or "Unknown" values (293 records remain)
- Filter the Heritage-designation-type_Type-de-désignation column to equal "200" or "300" (102 records remain)
- Find what number of these buildings have a building condition rated as either "Fair" or "Good":
- Filter the Structure-condition_condition-de-la-structure-ENG column to show values of either "Fair" or "Good" (42 records)
- Divide the value from step 2 by the value in step 1 and multiply by 100 to turn this into a percentage (42/102 = 0.412; 0.412 x 100 = 41.2%)
Please note: The method used to calculate these DRR indicator values has not remained consistent over time. Details on how the calculated have differed in past fiscal years can be found below.
2019-2020 Departmental Results Report (DRR) calculations and corrections
- The "Percentage of Crown-owned buildings that are in fair or better condition" DRR indicator was reported as 62% but a re-calcution of this value based on the process above (removing "N/A" and "Unknown" values) yields a corrected result of "62.8%", which would have rounded to "63%".
- The "Percentage of Crown-owned heritage buildings that are in fair or better condition" DRR indicator was accurately reported as 46.8%, and rounded to "47%".
2020-2021 Departmental Results Report (DRR) calculations and corrections
- The "Percentage of Crown-owned buildings that are in fair or better condition" DRR indicator was reported as 57.8% but a re-calcution of this value based on the process above (removing both "N/A" and "Unknown" values) yields a corrected result of "64%".
- The "Percentage of Crown-owned heritage buildings that are in fair or better condition" DRR indicator was reported as 47.4% but a re-calcution of this value based on the process above (removing both "N/A" and "Unknown" values) yields a corrected result of "51.4%".

- The "Percentage of Crown-owned buildings that are in fair or better condition" DRR indicator was reported as 56.9% but a re-calcution of this value based on the process above (removing both "N/A" and "Unknown" values) yields a corrected result of "56.8%".
- The "Percentage of Crown-owned heritage buildings that are in fair or better condition" DRR indicator was reported as 48.2% but a re-calcution of this value based on the process above (removing both "N/A" and "Unknown" values) yields a corrected result of "53.9%".
