Departmental Results Report Calculation
The data contained in this dataset is used in the calculation of a related Departmental Results Report (DRR) indicator: Percentage of time that PSPC’s real property facilities are fully operational. While this indicator, as defined when it was originally created, refers specifically to the "time" element of building operations—and of any incidents that might impact those operations—the calculations behind this indicator have since evolved to instead focus on the percentage of the real property portfolio's floorspace (as measured in metres-squared) that have remained fully operational over a specified timeperiod.
To replicate the DRR calculation as of 2024:
- Filter the "Fiscal-Year-Année-Fiscale" column for the relevant fiscal year. (Ex: 2023-2024)
- Divide the sum of all values in the "Affected-Area_Zone-Touchée_m2" column, by the sum of the floorspace (in square-metres) of the PSPC Portfolio for each Region, as given in the "Regional-Portfolio-Area_Empreinte-de-portefeuille-régional_m2" column:
- Note: for instances where a given region has multiple outages identified, ensure that you include the square-meterage of that region's portfolio only once in this calculation.
- Ex: for 2023-2024, the Atlantic region had 3 outages with a corresponding "Regional-Portfolio-Area_Empreinte-de-portefeuille-régional_m2" value of 240,476. The Ontario region had 10 outages with a corresponding "Regional-Portfolio-Area_Empreinte-de-portefeuille-régional_m2" value of 464,559. The Western region had 3 outages with a corresponding "Regional-Portfolio-Area_Empreinte-de-portefeuille-régional_m2" value of 377,303. The Pacific region had 2 outages with a corresponding "Regional-Portfolio-Area_Empreinte-de-portefeuille-régional_m2" value of 191,773. Each of these values should only be included once.
- Sum("Affected-Area_Zone-Touchée_m2") / Sum(unique values of "Regional-Portfolio-Area_Empreinte-de-portefeuille-régional_m2") = 36,071.53 / 6,215,975 = 0.0058. As a percentage (0.58%) this represents the ratio of the overall floorspace in PSPC real property facilities that were impacted by an outage in the selected fiscal year.
- Subtracting the previous decimal value from 1 (1 - 0.0058 = 0.9942 or 99.42%) determines the percentage of the PSPC real property facilities' floorspace that remained fully operational for the duration of the specified time period. This should give you the value reported for the DRR indicator Percentage of time that PSPC's real property facilities are fully operational indicator in the Property and infrastructure table.
To replicate the DRR calculation prior to 2024:
- Filter the "Fiscal-Year-Année-Fiscale" column for the relevant fiscal year. (Ex: 2021-2022)
- For all records corresponding to a given value in the "Fiscal-Quarters_Trimestres-financiers" column: divide the sum of all values in the "Affected-Area_Zone-Touchée_m2" column, by the sum of the floorspace (in square-metres) of the PSPC Portfolio for each Region, as given in the "Regional-Portfolio-Area_Empreinte-de-portefeuille-régional_m2" column.
- Note: for instances where a given region has multiple outages identified, ensure that you include the square-meterage of that region's portfolio only once in this calculation.
- Ex: for 2021-2022, there are two time periods specified, Q1-Q2_T1-T2 and Q3-Q4_T3-T4.
- For Q1-Q2_T1-T2: Sum("Affected-Area_Zone-Touchée_m2") / Sum(unique values of "Regional-Portfolio-Area_Empreinte-de-portefeuille-régional_m2") = 19,880 / 6,276,615 = 0.0032. As a percentage (0.32%) this represents the ratio of the overall floorspace in PSPC real property facilities that were impacted by an outage in the first 6 months of this fiscal year.
- For Q3-Q4_T3-T4, given that the Ontario region had two outages in its Leased Facilities for this time period, you must ensure that the corresponding "Regional-Portfolio-Area_Empreinte-de-portefeuille-régional_m2" value (472,321) is only included once: Sum("Affected-Area_Zone-Touchée_m2") / Sum(unique values of "Regional-Portfolio-Area_Empreinte-de-portefeuille-régional_m2") = 25,030 / 6,270,472 = 0.0040. As a percentage (0.40%) this represents the ratio of the overall floorspace in PSPC real property facilities that were impacted by an outage in the last 6 months of this fiscal year.
- Subtracting the previous decimal value(s) from 1 (1 - 0.0032 = 0.9968 or 99.68% for Q1-Q2_T1-T2 and 1 - 0.0040 = 0.9960 or 99.60% for Q3-Q4_T3-T4) determines the percentage of the PSPC real property facilities' floorspace that remained fully operational for the duration of the specified time period(s).
- For any fiscal year broken out into more than one range of "Fiscal-Quarters_Trimestres-financiers" (such as in the example above, which was broken out in two 6 month intervals) take the average of the corresponding calculated values to arrive at an overall value for the entire fiscal year. For 2021-2022: (0.9968 + 0.9960)/2 = 0.9964 or 99.64%, meaning that an average of 99.64% of the PSPC real property facilities' floorspace remained fully operational in fiscal year 2021-2022.
